Meet Our Founder

J. H. Bayliss Frederick was born in Pembroke, Tobago, on September 18, 1924. His journey to becoming a barrister was marked by courage and determination, as he traveled to England in the 1950s in search of opportunities. As one of the first generation of Black lawyers who returned to Trinidad and Tobago in 1959, he dedicated himself to making a difference in the lives of others, practising in Trinidad, Tobago, and Jamaica and contributing to the legal offices of Norman Manley. In Saint Vincent and the Grenadines, he served as a legal assistant to the Attorney General and took on the crucial role of Public Prosecutor during a time of great change.

Throughout his career, Bayliss was a steadfast advocate for the poor and marginalised, understanding their struggles and championing their causes with empathy and compassion. His engagement in the political landscape of Saint Vincent, Jamaica, and Tobago reflected his deep commitment to justice. In 1970, during the Black Power Movement, he stood alongside those fighting for equality, facing arrest as a leader of island-wide protests. Being the only Tobagonian leader detained on Nelson Island alongside Makandal Daaga and others showed his willingness to sacrifice for the greater good. In 2011, he was honoured in Tobago as a living legend of this impactful movement, a testament to his enduring legacy.

Returning to Saint Vincent at the invitation of Othniel Sylvester, QC, Bayliss opened the Chambers of JH Bayliss Frederick, where he continued his heartfelt work in service of those in need. His profound humility allowed him to connect with every individual, providing support and guidance to those less fortunate. As Chief Magistrate, he dedicated himself to ensuring that access to justice was a right for all, regardless of their social status. Renowned for his oratory skills and fearless approach, he excelled in both the Criminal and Civil Bars, with his legendary clashes with Justice Taylor in the 1970s serving as a powerful reminder of his commitment to justice. His vast knowledge of Maritime Law further underscored his capability. He also took great pride in mentoring a young Adrian Saunders, fostering a bond that would last a lifetime.

Bayliss made his last court appearance in his 90th year, once again advocating for the people of Canouan in their struggle for access to beaches. Recognized by Saint Vincent and the Grenadines Bar Association for his unwavering dedication and long service in the field of law, he continued to guide and support young attorneys until his passing, embodying the spirit of empathy and advocacy throughout his life as the oldest practising lawyer in Saint Vincent and the Grenadines.
